I. PREAMBLE
With the Creation of the Document, the Regional Constitution of The ACSN, certain rights and liberties are guaranteed to member states. The Regional Officials of The ACSN swear by this document to uphold these values to the best of their abilities.
II. THE REGIONAL ASSEMBLY
The Regional Assembly is hereby confirmed as the governing body of The ACSN, and shall consist of the following members:

All members of the Regional Assembly shall participate in decision-making, with each member other than the Foreign Ambassador having a single vote. The responsibilites and powers of each Regional Official are detailed in Part III: Powers and Responsibilites of Regional Officials.
In the event that one of the Regional Officials is accused of abusing their position in any way, a trial will be held, in which the other members of the Regional Assembly will comprise the jury, and decide on the guilt and punishment suitable for the accused.
The Regional Assembly will have the following Powers and Responsibilites:
1. Make decisions about inter-regional treaties, intra-regional laws, and serve as a jury in the event of an internal trial.
2. Impartially assess prospective recruits found by the Minister for Recruitment, and approve or reject their membership based on that assessment.
III. POWERS AND RESPONSIBILITIES OF REGIONAL OFFICIALS
Here follows the rights, responsibilites and powers of Regional Officials, in addition to their rights and responsibilites found in Part IV: Rights and Responsibilites of Member Nations.
SECTION I: FOUNDER (Lenehen)
Hereby according to the Constitution of the ACSN the Powers and Responsibilites of the Founder (Lenehen) are as follows. These powers are not to be abused for personal gain, and if abused, the offender will be subject to a trial before a jury, and if guilty banned and ejected from the region.
1. Call for Regional Assembly Meetings (all Officials must attend if able).
2. Chair Official Meetings to keep them on-agenda, and call for votes when discussion on an issue has ceased.
3. Can call emergency by-elections in order to fill vacant offices in between elections.
4. Appoint the Foreign Ambassador, in association with other Regional Officers.
5. Ensure the cooperation and participation of all Officers.
6. Chair trials to keep them on-topic, and to ensure adequate and proper participation by all relevant parties.
7. Ask for objections to any embassy construction proposals, and reject such proposals if 20% or more of the Regional Membership objects.
8. Conduct the election process as detailed in Part V:
SECTION II: WORLD ASSEMBLY DELEGATE
Hereby according to the Constitution of the ACSN the Powers and Responsibilites of the World Assembly Delegate are as follows. These powers are not to be abused for personal gain, and if abused, the offender will be subject to a trial before a jury, and if guilty banned and ejected from the region.
1. Arbitrate disputes between Region Members.
2. Call for Regional Assembly Meetings (all Officials must attend if able).
3. Chair Official Meetings if the Regional Founder is unable to attend.
4. Can call emergency by-elections in order to fill vacant offices in between elections.
5. Appoint the Foreign Ambassador, in association with other Regional Officers.
6. Ensure that all Regional Officers and Member States act in accordance with regional laws, and treaties (only for those nations that sign a given treaty).
7. Call trials for any nation found to be in breach of laws and treaties enforced via point 7.
8. Ask for objections to any embassy construction proposals, and reject such proposals if 20% or more of the Regional Membership objects.
SECTION III: SECRETARY
Hereby according to the Constitution of the ACSN the Powers and Responsibilites of the Secretary are as follows. These powers are not to be abused for personal gain, and if abused, the offender will be subject to a trial before a jury, and if guilty banned and ejected from the region.
1. Keep a record of all trials, election results, laws and treaties, and ensure that it is posted on the forums for all member states to see.
2. If the Regional Founder is on trial for any reason, the Secretary will chair it.
3. Ensure that all regional members can activly participate in regional events and other activities.
4. In charge of Regional Events and all activities (i.e. Lateral Thinking Puzzels, Riddles or similar)
5. Call for Regional Assembly Meetings (all Officials must attend if able).
6. Appoint the Foreign Ambassador, in association with other Regional Officers.
7. Create a Regional internal affairs policy
SECTION IV: VICE-SECRETARY
Hereby according to the Constitution of the ACSN the Powers and Responsibilites of the Vice-Secretary are as follows. These powers are not to be abused for personal gain, and if abused, the offender will be subject to a trial before a jury, and if guilty banned and ejected from the region.
1. Assist other Regional Officials in all capacities required.
2. Call for Regional Assembly Meetings (all Officials must attend if able).
3. Appoint the Foreign Ambassador, in association with other Regional Officers.
SECTION V: MINISTER FOR DEFENSE
Hereby according to the Constitution of the ACSN the Powers and Responsibilites of the Minister for Defense are as follow. These powers are not to be abused for personal gain, and if abused, the offender will be subject to a trial before a jury, and if guilty banned and ejected from the region.
1. Becomes Acting Secretary should the Secretary be forced to resign, until new elections are held.
2. Create a Regional Security policy
3. Actively encourage participation in military RP's created by region members.
4. Take a leading role in any War RP's involving regional members.
5. Call for Regional Assembly Meetings (all Officials must attend if able).
6. Appoint the Foreign Ambassador, in association with other Regional Officers.
SECTION VI: MINISTERS FOR FINANCE AND TRADE
Hereby according to the Constitution of the ACSN the Powers and Responsibilites of the Ministers for Finance and Trade are as follows. These powers are not to be abused for personal gain, and if abused, the offender will be subject to a trial before a jury, and if guilty banned and ejected from the region.
N.B. - Since the jurisdictions of the Finance and Trade Ministries overlap, the two will share responsibilities. However, both Ministers will have a vote in Regional Ministry decisions, and trials.
1. Ensure that all members who wish to participate in Trade RPs have up-to-date economic information in line with their NS Economy status.
2. Create and actively encourage participation in Regional Trade RPs
3. Call for Regional Assembly Meetings (all Officials must attend if able).
4. Appoint the Foreign Ambassador, in association with other Regional Officers.
SECTION VII: MINISTER FOR RECRUITMENT
Hereby according to the Constitution of the ACSN the Powers and Responsibilites of the Minister for Recruitment are as follows. These powers are not to be abused for personal gain, and if abused, the offender will be subject to a trial before a jury, and if guilty banned and ejected from the region.
1. Actively search for new members, and give the Regional Assembly 48 hours to assess potential recruits. If no objections are received, the Minister shall induct the new recruit(s) into the region.
2. Ensure that new recruits settle into the region and encourage their participation in regional activities.
3. Call for Regional Assembly Meetings (all Officials must attend if able).
4. Appoint the Foreign Ambassador, in association with other Regional Officers.
SECTION VIII: FOREIGN AMBASSADOR
Hereby according to the Constitution of the ACSN the Powers and Responsibilites of the Foreign Ambassador are as follows. These powers are not to be abused for personal gain, and if abused, the offender will be subject to a trial before a jury, and if guilty banned and ejected from the region.
1. Advise the Regional Assembly on Foreign Policy, and enact it according to the decision of the RA.
2. Conduct negociations with foreign powers as directed by the Regional Assembly.
3. Call for Regional Assembly Meetings (all Officials must attend if able).
IV. RIGHTS AND RESPONSIBILITIES OF MEMBER NATIONS
SECTION I: RIGHTS OF MEMBER NATIONS
All members are guarunteed the following rights as promised by this document, and the officials of the ACSN. If these rights are violated by any official, or fellow member of the ACSN, the accused will face a trial before the Regional Assembly.
1. The right to vote in elections.
2. The right to freedoms of speech, privacy, religion, and peaceful assembly.
3. The right to run for office.
4. The right to practice any form of government, or the lack thereof .
6. The right to request assistance from other members.
7. The right to be free from any form of libel or malicious slander.
8. The right to object to laws under discussion in the Regional Assembly, either whole laws or part(s) thereof.
SECTION II: RESPONSIBILITIES OF MEMBER NATIONS
All Members have the Following Responsibilities as stated in the document. If any member nation refuses to abide by these responsibilities, they risk facing a trial before the Regional Assembly.
1. The responsibility to protect fellow members from attack.
2. The responsibility to ensure the protection of the ACSN.
3. The responsibility to participate in the regional government as a voting member.
4. The responsibility to abide by the Regional Constitution.
SECTION III: THE ELASTIC CLAUSE
The enumeration in the Regional Constitution of certain rights and responsibilities shall not be construed to deny or disparage others retained by the members of the ACSN.
V. REGULATIONS AND RULES ON VOTING AND ELECTIONS
SECTION I: REGULATIONS ON VOTING
All Regional Member States are to abide by these regulations while voting for regional officials. These regulations are law during the election process. Any violators will have their vote(s) discounted and will face a trial before the Regional Assembly.
1. A member has only one vote. Embassies representing a member not in the region receive no vote.
2. A vote for a proposal takes a simple majority to pass.
3. A vote to remove an Official who has violated the Constitution and passed laws require a two-thirds majority to remove the Official in a Regional Assembly trial.
SECTION II: REGULATIONS ON ELECTIONS
All Regional Member States are to abide by these regulations while voting for regional officials. These regulations are law during the election process. Any violators will have their vote(s) discounted and will face a trial before the Regional Assembly.
1. A member may only run for one of the following offices in each election:
-World Assembly Delegate
-Secretary
-Vice Secretary
-Minister for Defense
-Minister for Finance
-Minister for Trade
-Minister for Recruitment
2. Candidates may not commit libel against their opponents in their campaign.
3. Elections are to be held under the following process:
a. Candidates must announce their intention to run for a position by the 15th of every second month (starting March 15th 2012).
b. Voting will commence on the 20th day of an election month at Midnight GMT, and will close exactly 48 hours later.
c. Voting will be performed by answering polls on a specially created forum topic. Members must post in the associated thread to say that they have voted, in order to prevent fraud.
d. Member nations may not vote in polls where they themselves are a candidate.
e. Winners of polls are to be decided by the number of votes - highest wins.
f. In the event of a tie, a runoff election for the position will be held immediately between the tying candidates, with a 24h voting period.
6. An officer may only serve one consecutive two-month term, and must resign. After another term has passed, any such member can once again run for office.
7. Point 6 is void in cases where the Office holder is uncontested for a subsequent term. This will continue until the office is contested by another candidate.
VI. AMENDMENTS
All amendments to the constitution must be proposed and enacted under the following:
- Proposed amendments must have the public sponsorship of at least one elected Regional Official, but may be proposed by any member nation.
- If sponsorship is obtained, a forum poll shall immediately be created, and a link to this poll posted on the Regional Message Board. Member nations shall have the option to approve or reject the amendment. This voting period will be 48 hours in length, beginning from the date and time of the original post.
- If approved, it shall be the responsibility of the WA Delegate to amend the constitution, or if the WAD is unavailable, the Regional Secretary.
- If rejected, the nation that proposed the amendment may alter the proposal in order to address concerns of rejecting nations, if any such concerns are expressed.
- Amendments must be numbered, this applies retroactively.
